This is the Bottle 'n Jug Cutting Kit made by Avalon in 1972.
Box top says… RECYCLE WASTE BOTTLES-- TURN TRASH INTO TREASURES. With this kit you can make beautiful glasses, vases, lamp shades, candle holders, wind chimes, fish bowls and designer pieces.

Contents include Bottle & Jug cutter, 1 1/4" x 1 1/2" Candle, one 3 1/2" x 9" #60 grit Emery polishing paper, one 3 1/2" x 9" #220 grit Emery polishing paper, Complete illustrated instructions.

This kit has never been used, and includes stick on rubber feet for the bottom of the cutter to prevent slippage. Original cardboard insert still in the box. Cutter is adjustable to various shapes and sizes.
Original candle was replaced with a new one. It had turned into a blob, probably was stored in a hot room at one time.
